Bryan Caplan on homeschooling

Homeschooling is in the news a lot these day, for reasons that you already know all about. So, it makes sense to give a plug here to a video interview that Amy Willis of econlin.org did recently with Bryan Caplan, which I just listened to. I got to know Caplan a bit better than before when I attended a lecture he gave last December in London about Poverty and about who’s to blame for it.

This homeschooling conversation, which lasts just under forty minutes, is very commonsensical, I think. Caplan is no zealot for snatching his kids out of school. His one big doctrinal disagreement with regular schooling of the sort his kids were getting is that he reckons maths is more important than schools generally, and his kids’ school in particular, tend to assume.

For Caplan, homeschooling began when his two older sons, twins and introverts, declared themselves to be unhappy with the school they were at. Caplan reckoned he might be able to do better, so they gave it a shot. And it would appear to have worked out well.

His younger and only daughter seems now to be happier going to school, because she likes meeting up with her friends, and because the arts-skewed curriculum appeals to her a lot more than it did to her brothers. She must be suffering a bit now. His younger son, on the other hand, is liking the new stay-at-home regime.

That being a particular thing I take from this conversation: how female-friendly and male-hostile regular schooling of the sort Caplan is talking about seems to have become. Is there a bias in homeschooling numbers between boys and girls being homeschooled? I don’t know, but I bet Caplan does.

Towards the end of their conversation, Willis and Caplan talk about Caplan’s book on education, which is entitled The Case against Education: Why the Education System Is a Waste of Time and Money. I guess the guy’s somewhat more doctrinal than he had earlier seemed.

On the other hand, both those twins want to be college professors, and Caplan doesn’t seem to be doing anything to try to stop them.

“Possible equity issues”

“Coronavirus in Scotland: Parents and children left to struggle after councils ban online teaching”, Helen Puttick of the Times reports.

It seems many private schools in Scotland are using video conferencing and other internet tools to continue to educate pupils while they are in quarantine. Some state schools are doing likewise. But fear not, Scotland’s ever-vigilant local councils have been alerted:

However, a number of councils in Scotland have banned state education via live video interaction. East Dunbartonshire council said: “Streaming live lessons is not recommended at this time due to safeguarding and possible equity issues.” East Renfrewshire said they were “not advocating” the approach. East Lothian and Stirling also cited safeguarding issues. Midlothian council told headteachers: “No platform is considered suitable for interactions involving young people at this time.”

Heresies of our time: that children should be taught to read music

As Trotsky never said about war, and only maybe said about the dialectic, “You may not be interested in politics, but politics is interested in you.”

Richard Morrison is the music critic of the Times and writes for BBC Music magazine. A man at the heart of the arts establishment, one might reasonably think. But he had an unsettling experience not long ago:

Do I talk rubbish? The thought crosses my mind frequently, but with particular force as I chaired a discussion at the annual conference of the people who run Britain’s orchestras. The talk turned to education and I expressed my fervent belief that teaching children to read music is the key that opens up everything.

First jolt: the music director of Arts Council England (ACE), no less, vehemently disagreed with me. Musical literacy doesn’t matter much, she declared. Second jolt: in the ensuing discussion not a single person spoke in my favour. More than 100 people were in the room, all engaged in running orchestras that depend on instrumentalists who can sight-read to an incredible level, and not one agreed that teaching children to read music was a good idea.

After the event I had coffee with someone in the audience. “Of course nobody sided with you,” she claimed. “Everyone here depends on ACE subsidy. Nobody will contradict publicly what the ACE music director says.”

This was not a singular event. As Mr Morrison writes in his Times article, “The arts world is tolerant, as long as you’re left wing and anti-Brexit”,

I wouldn’t recount this small personal trauma except that it suddenly seems so relevant. Today the excellent website ArtsProfessional published Freedom of Expression, a report based on a large survey it conducted last autumn into censorship and self-censorship in the cultural sector. By promising anonymity to participants, it has lifted the lid on a shocking state of affairs.

Here’s a sector that prides itself on tolerance and free speaking. In reality it seems that the opposite is true. Nearly 80 per cent of participants agreed that “workers in the arts who share controversial opinions risk being professionally ostracised”. You can speak freely within your arts organisation, it seems, only if you conform to a narrow set of political and social views.

Take Brexit. I knew that most arts people were fervently against it, but I didn’t realise how much pressure was put on pro-Brexiteers working in the arts to, basically, shut up. One participant claimed that “in our organisation those who voted to leave the EU have been ostracised”. Another noted that “17.4 million voted for Brexit”, but that “most of the opinions of these people, on many subjects, would lose them employment in the publicly funded arts sector”.

The “ArtsProfessional” survey he mentions was introduced here and the findings can be read here (subscription required).

I did wonder why teaching children to read music has come to be regarded as a bad thing. I suspect it is part of the same phenomenon that has caused the Oxford Classics faculty to propose dropping Homer and Virgil from the first part of an Oxford Classics degree.

The Oxford Student newspaper reports that it

…has been notified about a proposal by the Classics faculty to remove the study of Homer’s Iliad and Virgil’s Aeneid from the Mods syllabus, a decision which has surprised many across the faculty.

This proposal forms part of a series of reforms aimed to modernise the first stage of the Classics degree, known as Moderations (Mods), which take place during Hilary term of second year for all students taking Classics courses across the university.

The Mods course, which is assessed by a set of ten exams at the end of Hilary, has been increasingly criticised in recent years, due to the attainment gaps found between male and female candidates, as well as between candidates who have studied Latin and/or Greek to A-Level (Course I) and those who have not (Course II).

The removal of Virgil and Homer papers, which take up two out of the ten Mods papers, have been marketed as a move that will reduce the attainment gaps and thus improve access to the subject.

Educational “attainment gaps” between the official oppressors and the officially oppressed are to be avoided at all costs, except that of providing teaching of a high and even standard to all. What are they afraid of? When the Victorians saw an attainment gap between the upper and the labouring classes they did things like build a University for working people, funded by contributions from the meagre paypackets of quarrymen and farmers. When the early feminists saw an attainment gap between men and women they attained to such effect that the gender gap in the universities is now the other way round. They closed educational gaps by pushing upwards. We don’t even have the honesty to openly push downwards.

Race fears stopped us acting, victim’s father told

A senior police officer admitted that his force ignored the sexual abuse of girls by Pakistani grooming gangs for decades because it was afraid of increasing “racial tensions”, a watchdog has ruled.

After a five-year investigation, the Independent Office for Police Conduct (IOPC) upheld a complaint that the Rotherham officer told a missing child’s distraught father that the town “would erupt” if it was known that Asian men were routinely having sex with under-age white girls.

The chief inspector is said to have described the abuse as “P*** shagging” and to have said it had been “going on” for 30 years: “With it being Asians, we can’t afford for this to be coming out.”

His incendiary language features in a confidential report by the watchdog that upholds six complaints against South Yorkshire police by a former child victim of sexual exploitation.

But it did come out.

That Which Shall Not Be Named

The Scottish government’s creepy Named Person Scheme has been fed to Azathoth, the BBC reports.

The surviving extracts appeared to indicate that the minutiae of his family life had been recorded in painstaking detail for almost two years, under a Named Person scheme which has been introduced in his part of the country ahead of its final roll-out across all of Scotland in August. A separate note made by the Named Person charged with keeping an eye on the academic’s two little boys was concerned with nappy rash.

Discussion point: which little Guardian to believe?

Cartoons depict a character wrestling with his conscience by placing a little devil on one shoulder whispering sweet temptations into one ear while a little angel urges rectitude from the other side.

Which little Guardian is the angel, which the devil?

I could have just asked you at what age you think children should become adults, but the two little Guardians united to demand their moment of fame. Perhaps both of them should be ignored and there should be no fixed age of adulthood. History provides no guide. From the twelve year old boys who served as “powder monkeys” during naval battles in the age of sail, to the Roman man who remained under the authority of his father for as long as the latter lived, every extreme of custom has seemed natural to those that lived under it.

Are there any oddities of law relating to the age at which young people can first do a given activity that particularly annoy you?

Can you see any way in which fourteen year olds could be stopped from buying hard drugs without the use of law? Or do you dispute that they should be stopped at all?

Games and money

The BBC is breathlessly reporting cases of parents whose bank accounts have been cleared out by their children playing games with in-game purchases.

We are technically savvy but didn’t think to put a password on and my son, who was 12, ended up spending around £700.

It was on his own phone and he managed to download Clash of Clans through a Google Play account, enter his own children’s bank card details and buy lots of in-game items.

It is possible to prevent this. My own children often ask to buy in-game items, which tells me I have somewhat succeeded in training them to ask first. Steam has a PIN code that only I know. The iPad requires my fingerprint before it will take money. And Google Play is set up to require a password. So far, so good.

I installed Mini Golf King on my phone for my son who is five. He knows he’s not allowed to spend money in games, yet this game successfully tricked him into spending £300 on in-app purchases.

People will say “well, you should be supervising him”. I was! I was in the room.

But the game is a children’s game, rated PEGI 3 [suitable for players aged three and above].

I would allow him to watch a U-rated film and I assumed PEGI 3 games were safe to play with casual supervision.

Now things are getting tricky: user interfaces are hard to get right even when you are trying not to confuse people. I can remember a handful of occasions where I have done something daft with a computer, have been met with no sympathy at all from support staff, but objected that the problem is that the user interface was misleading. There are worthy complaints here.

Now politicians are taking an interest. There is always this instinctive call: The Government should Do Something! I do not see the need. Complain instead to marketplace. Google Play, the Apple App Store and Steam are in a position to enforce user interface standards and they can probably do better with default settings, spending limits, and better-designed family accounts.

“Sometimes the apologising has to stop”

In a recent GCSE English examination set by the AQA exam board the “unseen” – a piece of writing new to the students upon which they must answer questions – was an extract from The Mill, a 1935 novella by H.E. Bates.

Some curious examinees looked up the story the extract was from after the exam. But when some of them found out that the story features the tragedy of a girl in service raped and made pregnant by her employer, instead of being grateful to have their horizons widened by the realization that authors tackling the theme of sexual exploitation of women in fiction did not start with their generation, they complained. About the existence of a rape scene elsewhere in the book than in the passage they were obliged to read. The scene, by the way, is not salacious. The main criticism of The Mill as a story is that it is unremittingly bleak and depressing. You know, like The Handmaid’s Tale.

“Sometimes the apologising has to stop,” writes Janice Turner Libby Purves in the Times. (Thanks to Rob Fisher for spotting that I got the author’s name wrong.)

This advice I offer to the Assessment and Qualifications Alliance, AQA, which sets GCSE, AS and A levels. Of course it should apologise for real mistakes, but it is not an examiner’s job to endorse the more whiny hypersensitivities of the age. At 15 or 16 GCSE candidates are moving into the adult world and are usually impatient to do so. Yet last week AQA, instead of a scornful “Hah!”, caved in to some ridiculous complainers, saying it was “sorry to hear” they felt that a text “inappropriate” and would “never want to upset anyone”.

It was about a short “unseen” in the English Language GCSE, asking them how language evokes sights and feelings. It came from a little-known 1935 story by HE Bates, The Mill — such excerpts are chosen to be unfamiliar. Nothing untoward is in the set passage, though online there is some disgruntlement about the word “chrysanthemum” (“Is it a plant or what?”). But someone looked up the whole story later — quite praiseworthy really — and discovered that as it develops, a serving maid is raped by her employer and becomes pregnant. Cue outrage, much pearl-clutching and demands for trigger warnings.

Complaints snowballed on social media, and a student, Hadiatou Barry, wrote a long letter to AQA saying she was “horrified” and deploring the “blunder” which “may have very well acted as a trigger for underlying mental health issues”. Not in her, of course, but in some imagined person. Much Twitter followed: “why did AQA think it was alright to use a book about rape?? wtf,” and “what the f— AQA what the actual —? How is this a remotely OK thing?” Adults weighed in: one “memoir writing” tutor cried, “Relevant? Useful for 15/16 year olds to glean anything from? Who sets this stuff?” A mother moans, “My daughter sat an exam about rape!” Even an English teacher joined in.

Online outrage is just froth, and many of the students’ posts are breezily unbothered and funny, or just furious at having to write out the baffling word “chrysanthemum”. But the horror of the row is that AQA should offer even the mildest “sorry” and acknowledge potential “upset”. Encouraging complainers to think they have a point is, in this case, not only stupid but deeply wrong. It’s another brick in the wall of hypocritical hypersensitivity.

Added 12th June: And there’s another one today: Calorie question upsets GCSE pupils with eating disorders

An exam board has been forced to defend a GCSE maths question involving calorie counting after being criticised on social media for causing distress to pupils with eating disorders.

At least one was so upset that she left the exam after seeing the question, according to the complaints, with others saying it affected their concentration.

The question required pupils to work out the total number of calories consumed for breakfast, with weights and calorific value provided for yoghurt and a banana.

“My sister is a recovering anorexic who had to leave the exam due to this,” one young woman posted.

Another criticised the board for posing a question about calorie counting to pupils of that age. “Can I ask what on earth you were thinking by having a question around counting calories? Your exams are primarily taken by 15 to 20-year-olds, who are also the age group most likely to suffer from eating disorders,” the post read.

Here is the question in all its evil:

There are 84 calories in 100g of banana. There are 87 calories in 100g of yoghurt.

Priti has 60g of banana and 150g of yoghurt for breakfast.

Work out the total number of calories in this breakfast.

Answer: 180.9

The suffering of being voluntary

“National service should be compulsory for the young, says Chuka Umunna”

Coming out can be a stressful process. All should have sympathy with Mr Umunna’s personal struggle to accept his inner Tory.

Young Britons should do a form of ‘national service’ to end the current ‘social apartheid,’ according to Chuka Umunna. The Independent Group frontman has unveiled a list of policies, including on tuition fees, education grants and how to fund the health service. The former Labour MP has suggested that youngsters be forced to carry out work to break down barriers within society.

Because nothing builds unity in a society like some of its members using force on others. Both sides are participating, right?

The TIG spokesman stressed the plan would not be a return to compulsory military service but would help people meet other Britons from different social backgrounds.

Mr Umunna said his proposal could build on the National Citizen Service scheme introduced by David Cameron, which ‘has suffered by being voluntary’. It could also draw on evidence from France, where Emmanuel Macron made a national service requirement for 16-year-olds a key policy, with trials beginning this year.

Will no one think of the National Citizen Service scheme? We cannot leave it to suffer this way.

“A student at the preschool I work at is only being taught a fictional language”

That was the title of a request for legal advice submitted to Reddit by someone with the user name “HelpfulButterscotch2”. Here is the whole post:

I’m twenty, and I work part-time as an assistant at a small daycare in California.

There is a four year old who speaks very very little and poor English. Knows the most basic of words but is at the level of maybe a two year old English-wise compared to the other kids, including several who are both native Spanish/English speakers. Basically knows “yes”, “no”, “juice”, etc.

He’s only been here for less than a month and I’ve seen his incredibly limited vocab double in that time. I’m embarrassed to say it but I’m very uneducated about this type of thing and I thought he was speaking Portuguese or something similar up until last week. The kids are split into small groups by age and I’m usually not in charge of his group unless it’s at the end of the day, in my defense.

The hosts of the daycare are very into nerd culture and some of the daycare is very decorated with (child friendly) sci-fi and fantasy stuff. I’m not too into it myself but I like listening to them and I (usually) like their passion.

One day I was curious what language the child was speaking so I looked up what Portuguese actually sounded like and realized it wasn’t that. Looked up a lot of languages and for the life of me could not identify it. The single dad who picked him up looked like a nice dude and one day he was one of the last people to pick up that day so I asked him what language his kid spoke.

The bosses of the daycare were there too when I asked and they all suddenly got big smiles on their faces and explained to me in depth that the guy was a linguistics hobbyist who was trying to recreate an experiment where he raises his kid to speak a language from the tv show Star Trek (klingon.)

He explained how at home he only has spoken Klingon (which is apparently a real full language) to the kid and that’s all he knows. My bosses LOVE that he is doing this and he does too, he told me to look up the experiment and read about it. My bosses even learned a small bit of the language themselves so that when they talk to the kid they don’t say it.

It sounded kinda cool at the time but I didn’t really think about it too much. When I looked it up I found out that the guy who did it taught his kid Klingon AND English at the same time. I assumed that this guy was doing the same and I just misunderstood but when I clarified next time he confirmed that the kid was ONLY being taught Klingon on purpose and he was going to try and continue the “experiment” for as long as possible.

He also told me about his blog and I checked it out where he describes this all and he basically states in it that he is fully aware that this will make it “slightly” hard for the kid to speak english later but that the experience is worth it. He even has limited the kids intake of media very severely so far to avoid shows with a lot of speaking/words.

The kid is fairly isolated and generally acts a bit socially “off”, if I can say that without being mean. Not like misbehaving but he clearly has small issues interacting with kids his age who all talk a lot already.

I’ve brought it up casually with my bosses but they basically love this dude and what he is doing and don’t see a problem with it. I feel terrible but I feel like I should report this? Is this child abuse? This guy basically is mispurposely not teaching his kid to how to interact with other people for the level of “it’s just a social experiment bro”, it’s nuts to me.

If I’m wrong and this isn’t dangerous I apologize. It feels awful to me though. I like my job otherwise but if I had to lose it for this i could find another one, have some savings, i feel too bad for this kid.

That is eerily similar to the scenario I imagined a couple of years ago in a post called “The morality of not teaching your child English”. I started by asking whether it would be wrong to raise your child to speak only Welsh. No, I answered. “Welsh has over half a million speakers and a magnificent corpus of poetry, literature and song. Speaking Welsh alone does not remotely count as linguistic imprisonment”. Then I asked the question again for languages with smaller and smaller numbers of speakers. 50,000? 5,000? 500? That last figure is about the number of Cornish speakers. I wrote:

Very recently the Cornish language has been revived. 557 speakers claim it as their main language, 20 young children are native speakers. Let me stress that in real life all of these children are being brought up to be bilingual in Cornish and English. But when you get down to a group of that size and imagine its children being brought up monolingually, the mental walls do begin to close in.

How small would the village be before it became a prison?

The specific example of Klingon was brought up in comments by William H Stoddard. He cited the fairly well-known case (also mentioned by “HelpfulButterscotch2”) of another child who was taught Klingon from babyhood by his father back in the 1990s, but – and this is a crucial distinction – that child’s mother spoke to him in English. As I said,

…when the child began to notice that the people he met outside didn’t speak this language he began to stop talking in it (a common way for attempts to raise bilingual children to break down, as I’m sure you know), and the father did not persist and risk damaging his relationship with the child. It was getting to be a pain for the father too, as Klingon doesn’t have equivalents for a lot of the everyday English words that the boy was meeting as his world expanded. Given that the child also learned English, the only ethical issue, and a much smaller one, was whether one should make one’s child mildly famous as an experiment.

At the time I had reservations about naming the child, but without need. The story of how d’Armond Speers tried to raise his son to be bilingual in Klingon and English is all over the internet. Stephen Fry interviewed him. The son is grown up now, speaks English normally, and has forgotten his Klingon.

But the child described by “HelpfulButterscotch2” has not been raised to speak a conlang alongside English. He has only been exposed to the artificial language and, if the post is to be believed, has been prevented from learning English. Though to be fair that isolation from English has now ceased, given that he now goes to a normal US preschool.

In principle it should make no difference whether the language the child is being raised in is a conlang or a natural language. Esperanto is a constructed language, but it has had quite a few native speakers, usually the children of parents from different countries who met at Esperanto conferences. Apparently Esperanto was the mother tongue of the financier George Soros. It does not seem to have held him back. However one problem with Klingon that d’Armond Speers mentioned in his interview with Stephen Fry is that, compared to Esperanto which has been going for well over a century and has several million speakers, Klingon is the work of one man and has a limited vocabulary. That point was made even by the conlanging enthusiasts who discussed this story when it was cross-posted to the subreddit dealing with constructed languages, /r/conlangs. The general reaction there was disquiet. The top comment is by “chrevs” and reads,

It’d be different if he was being raised as bilingual, but he’s stunting the kid’s ability to to get on where he lives. Not to mention that if things were to be going horribly wrong at home, like his father decides he also needs to be practicing the kind of ritual combat the Klingon do, the kid can’t express that he’s in danger to teachers or other trusted adults. It’s not okay

Another commenter called “Esosorum” says,

I worry that, from a biological perspective, this child’s brain isn’t experiencing language-acquisition the way it was meant to. I just don’t think conlangs have as much to offer as natural languages. I don’t disagree that conlangs can be wonderfully expressive and complex, but natural language is rooted in culture in a way that a conlang can’t be.

It could be that the post by HelpfulButterscotch2 is not to be believed. It was submitted under a pseudonym and the author joined Reddit one day before submitting it. That means that we are not in a position to get a feel for their sincerity (and sanity) by looking at their comment history. I find it curious that there is no link provided to the blog where the father of the boy is claimed to describe what he is doing. Some people do take an odd pleasure in passing off bizarre fictions as truth just for the buzz. On the other hand having joined Reddit one day ago is not inconsistent with a person not knowing who else to turn to for advice about a situation that worries them deeply. Equally, HelpfulButterscotch2 may be sincere but have misunderstood the situation. I hope so.

But assuming that this is really happening as described, it does raise some sharp questions for Libertarians. When do we get on the phone and send the state sweeping in to “save” a child from their parents?

Scottish Government asks eight-year-olds to reveal their Brexit views

The Scottish Government is appealing to children as young as eight to share their views on Brexit.

Critics branded the Twitter plea for youngsters to “work with” the government on a Europe panel “creepy”.

But the SNP administration defended the move as giving those who will be most affected by leaving the EU a “voice in the Brexit negotiations”.

The call by the Twitter account ScotGovEurope said: “Are you aged 8 – 18? Children and young people in Scotland are going to be affected by #Brexit, so we want your views!

“Apply to join the @cisweb Children & Young People’s Panel on Europe to work with @scotgov.”

It sparked claims that SNP ministers are trying to indoctrinate children on the constitution.

The charity says that young people have a “right to be heard in the discussions about Brexit”, which they say is backed up by the UN Convention on the Rights of the Child.

A Scottish Government spokeswoman said: “Brexit is the single biggest threat to our economy and future prosperity, and children and young people will be most affected in the coming years.

“We are therefore supporting Children in Scotland to establish the children and young people’s panel on Europe and enable them to have a voice in the Brexit negotiations.”
