According to yesterday’s Observer the HMS Beagle, the ship on which Charles Darwin sailed to the Galapagos Islands and around the world (and which later visited northern Australia, which ultimately led to Australia’s northernmost city being named after one of the greatest of all scientists) has been possibly located at the bottom of a marsh in Essex. There are no records as to where the ship was taken after being sold for scrap in 1870, but some historical detective work by Robert Prescott, a marine archaeologist from St Andrews University, followed by a radar survey appears to have tracked it down.
Given that this is the vessel onboard which one of the greatest of all scientific revolutions began, it would be wonderful if this ship could be raised out of the marsh and put in a museum somewhere, or perhaps it could be turned into a museum. Thematically it would be perfect in the Science Museum in Kensington, but I suspect that the 90 ft brig would be a little big for the building. And while it would presumably be possible to transport it up the Thames on some other vessel, transporting it through Chelsea to Kensington might be a little bit of a nuisance. So perhaps the Maritime Museum in Greenwich would be a better bet.

I have recently got myself a laptop computer with built in 802.11b/g wireless, and I have therefore spent a fair bit of time looking for hotspots in which I can connect to the internet, preferably for free.
There seem to be three business models for public WiFi access points at this point. The first one seems to be provide it for free in your cafe or restaurant and hope it increases custom, or at least ensures that custom does not go elsewhere. The second involves charging extortionate amounts of money, and hoping that enough people who are really rich and/or travelling on expense accounts will pay for it for you to make some money. The third is for people with existing internet infrastructure to plug wireless access points into their infrastructure and figure out how to make it pay later. The obvious candidates to try this third option are owners of existing internet cafes, who have wired ethernets present already, lots of internet capacity already, and for who the total cost of buying an access point and plugging it in is around £40.
All three of these models are present in the UK. The most common is sadly the second. There are lots of wireless access points in Starbucks, other coffee chains, in McDonald’s restaurants and the like that are trying to charge me £6 per hour or similar. Now this pricing is ridiculous. I can use a terminal in an internet cafe for £1 per hour, and the costs of running such a business are vastly more than providing WiFi. (I have my own WiFi hotspot in my home. This cost me £69.99 for the all in one router/DSL modem/wireless access point and the DSL internet access costs me £25 per month. A business would be able to reclaim the VAT on that and get it ever cheaper. This is not something that requires enormous capital investment)
This second, high charging option tends to involve the owner of the cafe outsourcing the WiFi provision to an existing telephone company. T-Mobile are providing WiFi for Starbucks, and BT, Britain’s former public sector monopoly and the largest telephone company in the UK, is providing infrastructure for a variety of establishments. (The problem with this model is that the provider has to make a buck separately from the cafe). BT is a reasonable company at a wholesale level, but they have a legendary cluelessness as a retail business. Although they own most local loop telephone lines in the UK, their ISP is nowhere near being the market leader. I was a customer, but I switched due to poor service and high prices. (Even less impressively, although they had huge incumbency advantages and about ten year’s head start on the third and fourth entrants, their mobile phone business managed to come in fourth out of four in the UK in terms of customers when they eventually spun it off).
I suspect that the owners of such services have discovered that they are not doing much business, and a shakeout is starting soon which will end up with prices more closely reflecting costs. In any event, BT are now providing a variety of free trials, presumably in order to collect information about likely customers, and in the hope that some people will sign up for the pay service after the free trial ends. A 30 day free offer seems to be included with many laptop computers, and this week BT are offering a free trial for anyone who registers. Okay, sensible move on their part. They get my personal details and I can then get some free internet access. Fair trade.
So, this morning I found a BT hotspot in a cafe. I sat down, and got myself a cup of coffee. They asked me to register. I gave them some information about myself, including my e-mail address. After clicking through a couple of pages, I was told that my registration was successful, and that my password would be sent to me by e-mail. However, I was not logged in, and therefore I couldn’t access my e-mail and get the password. To use the free trial I was required to connect to the internet somewhere else, download my e-mail, and then go back to the BT hotspot to log in.
As Douglas Adams once said, ten out of ten for style but minus several million out of ten for good thinking.
This week’s Economist has an article on online retailing in the UK. The basic gist of the story is simply that in the last six months it has really taken off. Online sales in November-December were 60 percent greater than in the lead in to Christmas 2002. Forrester Research forecasts that 5.7% of the British retail market will be online sales in 2004, compared to 5.6% in the US. (Actually, the difference is greater than this, as the US number includes travel and auctions, and the British number does not).
This is entirely consistent with my own impressions of the situation, and indeed my own behaviour in the last six months. I have been buying certain things (most prominently books) online for quite a few years now, but the number and more importantly the diversity of the things I have been buying has exploded in the last twelve months. Okay, my personal tastes in shopping perhaps aren’t that of the average consumer – I buy too many electronic products, no doubt – but I have found that the number of websites I can find selling almost any of the things I want to buy has increased enormously.
Whereas in the insane dot com boom years there were lots of large capitalised businesses without that good an idea of their business model and with few customers, a second wave of internet retailers seem to have come into being that are small, focused, and lean. For electronics there suddenly seem to be lots of little garage based stores, selling a good selection of one very specialist type of product. The credit card handling is outsourced to a company that specialises in handling credit card transactions for small internet retailers, off the shelf software is used to run the website and keep track of inventory, suppliers have to be found, orders have to be packed and presumably the post office has to be asked to send a truck round once a day to collect the filled orders. No expensive retail premises have to be rented, and there are no losses to shoplifting. The honesty of such retailers is generally not an issue. The level of consumer protection given to credit card holders is such that the retailer will be dropped instantly by the company to which it outsources its credit card processing if it fails to deliver what it promises. And in any event other web sites exist that provide feedback on online retailers.

I’m not really all that interested in what Hollywood does with its stuff. I mean, they’re only the size of the porn industry. I think the real revolution is in industrial production. It’s about manipulating factory processes, it’s about mass customization, it’s about a revolution in industry that gets the toxins out of the air and is more efficient by, say, a factor of four than what we had. When that happens we’ll have a genuinely new world. Playing movies off handhelds, that’s not really that big of a deal.

Just before Christmas I rang up a friend of mine and asked if she had taped a television program that I had missed, and if she had whether she could send me the tape. She had, but she was due to fly off to Italy the next morning and I hadn’t realised this. I told her to worry about it when she got back, but she decided to be nice to me and send it anyway. There is no post office in the terminal at Stansted airport but there are a couple of post boxes, and she put what she thought was correct postage (from the limited selection of stamps she had) on the package and posted it to me. As it happened she made a mistake. She put stamps worth 68 pence on the package. Correct 2nd class postage was 69 pence.
Now, what did the post office do? They actually noticed that the postage was one penny short. Rather than receiving the package I received a card on December 30 saying that insufficient postage had been paid on a package for me and that I had to come to the local post office parcels office to pick it up. I attempted to pick it up on December 31, but the office in question was closed due to it being New Year’s Eve (not actually a holiday, but a good enough reason to close the post office parcels office). I came back on the second of January, and the office was open. I took the card to the counter, and the man behind the counter took close to ten minutes to find the package. I was then charged one penny additional postage and a £1.00 “handling charge”. Total wasted time for me due to two trips to the parcels office: a couple of hours. Total wasted time for post office staff: probably about 15 minutes. Plus I was inconvenienced by not receiving my video tape until three days after it should have arrived.
And this is all about a single penny not paid, which was clearly a mistake and not a genuine attempt to defraud anyone. I tend to think a certain amount of flexibility could be shown in cases like this. In fact I think I would prefer to send my mail via one of the Royal Mail’s competitors that is more concerned with providing good service to customers and less concerned with inconveniencing both customers and themselves with idiotic bureaucratic inflexibility.

Well, the truth is that at a party someone handed out a link to this dropping ball simulator, descibed by its author as using “physics simulation of elastic masses to make a controlled metaphysical musical system with simple rules that mimic nature”. Actually, my knowledge of physics suggests that it doesn’t mimic nature all that closely, but none the less it is possible to get some nice demonstrations of chaos like things and emergent behaviour if you try.
Plus of course it is more addictive than crack. That is our dirty little secret. The Samizdatistas have spent the last three days staring at our screens watching little white balls bounce backwards and forwards and listening to beeping noises. Occasionally something really extraordinary like the sound of a French woman’s voice or perhaps a cricket match is enough to rouse us briefly, but it doesn’t last long……

A few weeks ago, i was looking through old issues of The Spectator and I found a piece by Mark Steyn from a little over a year ago. He was talking mainly about his dislike of the UN, and the silliness of Libya being at the time the newly elected chair of the UN Human Rights Commission and Iraq being about to become president of the UN Conference on Disarmament. (Looking back, I think Iraq and Libya have both learned quite a bit about disarmanent and human rights since then. But I digress).
However, Steyn went on to say that some international organisations were okay.
I’m all in favour of the Universal Postal Union and the Berne Copyright Convention (America was a bit late signing that one), but they work precisely because Sy Kottik and his chums weren’t involved.
I’m not so sure, actually. Certain aspects of the Berne Copyright Convention are somewhat controversial, and I would argue that parts of it are more about certain countries attempting to implement protectionist policies more than anything else. No doubt we could now have one of those long heated arguments in the comments section as we often do when intellectual property issues are brought up. But let’s not. It’s Christmas.
For it was the other one of those international organisations, the Universal Postal Union, that made me think about Steyn’s article when I was posting Christmas presents too my family in Australia a couple of weeks back. You see, there are three postage rates for air mail. The most expensive is the “standard letter rate”, which can be used to send anything, other than items considered actually dangerous to send through the mail. The first of the other rates is “printed matter”, which is defined as
advertisements, books, calendars, catalogues, diaries, directories, greetings cards, illustrations, magazines, maps, musical scores, newspapers, order/subscription forms, leaflets and pamphlets, plans, postcards, price lists, printed drawings and notices, proofs, prospectuses and timetables, but not letters, including personal messages or greetings (other than five words allowed on greetings cards), handwritten receipts, photographic negatives, slides or film, postage stamps or blank stationery
Got that? The other is the “small packet” rate which is defined as
goods, gifts and trade samples, audio/video tapes, magnetic tapes, and photographs. You can include a letter, invoice or other document, if it relates to the contents of the item
These definitions are defined by the treaties that created the Universal Postal Union, and it is impossible for any one country to change them. This is what happens when you put representatives of lots of governments together to negotiate anything. They come up with stupid, overly bureaucratic definitions and rules. But somehow the idea that it is their business what I choose to put in the mail is taken as a given.
They probably had some reason for setting rules like this, at least theoretically. Were books and newspapers considered morally virtuous and letters and photographic negatives not (huh?), or was is considered desirable for people to write their letters on thin paper but it was not considered desirable for people to send light gifts rather than heavy gifts?. In any event, letting people who send things from one almost arbitrary list of things subsidise people who send things from a different list seems somewhat peculiar to me.
But I suppose the international postal system does work on the whole. And even if it does produce silly outcomes like this, multilateralism is generally better than bilateralism
And things are changing. I cannot remember the last time I sent a personal letter to anyone. Business letters occasionally, and occasionally Christmas cards, but otherwise I use the mail service entirely for sending packages. Perhaps the letter rate will fade into non-existence and the costs of sending packages will revert to something resembling the actual costs of sending them because there is no other mail. I suppose we can hope.
But I still have this peculiar vision of somebody working for the post office whose job is to open people’s packages to check that they haven’t written any more than five words on their greeting cards. Clearly this is important. Civilization would obviously collapse if it was not done.

All going well, on December 25 at 2:45 am GMT, The Beagle 2 lander will touch down on the Isidis Planitia impact crater on the surface of Mars. This lander, which has a planned six month mission on the Martian surface, was developed and built in Britain and forms part of the European Space Agency’s Mars Express mission, from which Beagle separated on December 19. Mars Express will be inserted into Mars orbit at 3:00 am GMT on December 25 for a planned mission of between one and two years.

All going well, Beagle will be followed by two identical American landers that are scheduled to land in January. These two Mars Exploration Landers will have wheels and will be fully mobile when they arrive, being able to travel distances of up to 40 metres per day. (Everything important is self-contained in the Rover, and the rest of the lander is just a delivery vehicle). Spirit will land in the Gusev Crater on January 4 at 4:35 am GMT on January 4, and Opportunity will land on Meridiani Planum on January 25 at 5:05 am GMT. If all three missions land successfully, we should be getting back lots of interesting data on the red planet.

If all are successful (about which there is a caveat that I will get to in a moment) these will be the fourth, fifth and sixth successful lander missions to arrive on Mars, after Viking 1 and Viking 2 in 1976 and Mars Pathfinder in 1997. (I am excluding the Soviet Mars 3 mission from 1971 which transmitted data for only 20 seconds after an apparently successful landing).

At a Samizdata social event in London last night, it was discovered that not one but two Samizdatistas were carrying around copies of Virginia Postrel’s The Substance of Style, and circulating them around to other people present. We don’t describe ourselves as overcaffeinated Virginia Postrel devotees for nothing. (Caffeine may not have quite been the drug of choice last night, however, although there was certainly some consumed). This is particularly impressive given that there is no British edition of the book and we had both separately sought out the American edition. British Amazon is excellent at stocking a wide range of American editions, shipping them quickly, and only charging local delivery charges in the UK though.

It was recently announced that after talks between the British and Hong Kong governments, Richard Branson’s Virgin Atlantic Airways had won its long desired rights to fly from London to Sydney, Australia. In return for this, Hong Kong’s Cathay Pacific Airways were given the right to fly from London Heathrow to New York and other cities in the United States. Various observations were made about how an additional competitor on each route would increase competition and give passengers lower fares and more options.
While this is true as far as it goes, this is a pretty bizarre paragraph if you think about it. Why does the British government have to negotiate with the Hong Kong government before a private company can fly to Australia? In what parallel universe is the quid pro quo you must offer to get your airline permission to fly to Australia the permission for another airline from a third country to fly to New York?
And if additional competitors are good on routes, why were these airlines not allowed to fly on them already? And why did Singapore Airlines, Delta Airlines, and Continental amongst others object strenuously to the deal?
To answer these questions, we have to look at just how international aviation is regulated. This is bizarrely anachronistic. This most global of industries is regulated by a web of bilateral treaties between nations that dramatically limits competition. There are a substantial number of toll roads and bridges in the north-east of the United States. There are very few in the west. The difference largely stems from the fact that the east built a large portion of its road infrastructure prior to the federal government getting into road building in a big way subsequently to the second world war, and in the east roads and bridges were built and belong to a wide assortment of state governments, city and county governments, peculiar specially constituted government authorities, and the like, which often charge tolls, whereas most roads in the west were built with federal government money and tolls are not collected.
Traditionally, the toll roads in the east have collected tolls using the low tech method of collecting cash at toll gates. As well as being expensive to operate, this method negates many of the benefits of having modern, fast moving highways, because motorists must stop to pay the toll, and at peak hours must often queue for some time in order to pay the toll. For this reason, there has been considerable pressure to introduce electronic methods for toll payment. If a motorist has an electronic tag in the front of his car that can be detected electronically even if he is driving at speed, then it is not necessary to stop. The driver can drive straight through and gain the full benefits of the road, and the toll collection agency does not have to employ people to collect the toll or deal with large amounts of cash. (It also allows the toll to be easily varied depending on time of day or day of the week, which allows intelligent traffic management on the road).
It is obviously best if a single tag will operate all toll roads that a motorist is likely to want to drive on, so in recent years fifteen toll collecting agencies in the US North East have standardised on a single system, called E-ZPass. Normally some lanes of the road going through the tollgates will continue to allow cash tolls to be paid, whereas others will be reserved for electronic E-ZPass users.
Now, the benefits to both motorists and the road owners of such a system are considerable. But there are also privacy implications. If you use such a system, records exist of where you drove to and when. Security of these records was not been considered to be of paramount importance when the system was invented, and data is shared between 15 different governments and agencies even before the possibility of data going to other organisations is considered. But, if data exists, people will try to use it for other purposes, and this is what is happening.
