I am just watching the evening news that reverberates with the release of the Hutton report . It exonerates the government of lying about their 45-minute claim and pretty much damns the BBC.
- Editorial system at BBC was defective in allowing Mr Gilligan’s report to go to air without editors seeing a script
- BBC management failed to make an examination of Mr Gilligan’s notes of the interview with Dr Kelly
- There was a defect in the BBC’s management system relating to the way complaints were investigated
- BBC governors failed to investigate Mr Gilligan’s actions properly
Channel 4 were gloating relishing that the BBC is in “disarray”, “deep crisis” and words to that effect. They read extracts from the letter by the BBC Chairman who acknowledged that the trust the viewers had in the BBC had been undermined. I’d say! And add that it is not due to the Hutton report but by institutionally engrained bias and arrogance that one comes to expect from public institutions with no accountability. The BBC governors are admitting that the ‘procedure failed’ and are considering resigning en masse. Oh, the Chairman has already resigned. I think we will get over it.
Now Andrew Neil a BBC presenter, is complaining that Lord Hutton is an anti-journalist judge. Oh yes, the BBC never errs. And the government is not right either – look they still haven’t found any WMD!!!! The report favour the establisment, he keeps mumbling. I expect any minute they are going to lead him out to meet nice men with a lovely long-sleeved jacket.
The political impact of publicly unveiling just how political and biased the BBC is will be considerable. I am not sure that the result will be to our liking. The government is not going to disband the BBC but will call for a full-scale regulation and the license fee will become an even less conspicous form of taxation.

A three-dimensional mug shot may soon be the only ID you’ll ever need Wired reports.
DuPont Authentication Systems and A4Vision, a company that sells facial-imaging products, have developed a biometric security device that generates in-depth, three-dimensional facial portraits similar to holograms and secure enough to be embedded in documents.
Using A4Vision’s Enrollment Station, people can have their 3-D facial image embedded in a film called Izon and registered as digital data in a database in less than 10 seconds. The device outputs both a 3-D biometric template and a standard color image of the person.
The image in the biometric template carries enough detail to view a subject’s head from ear to ear. The template can be affixed to cards or passports; once the image is embedded, users need only be scanned to see whether their facial characteristics match. The biometric data obtained is more comprehensive than 2-D imagery since it contains information along three axes instead of two. Donald P. D’Amato, a biometrics expert at Mitretek Systems, a nonprofit research organization says:
I believe that the matching of 3-D images can probably be made more accurate than that of conventional face recognition using 2-D imagery. However, the set of 3-D and 2-D features that are chosen will be crucial to the level of accuracy achieved.
Right now the device is said to be accurate enough to distinguish between identical twins. Working with SRI International’s twin registry, the company has tested the device with 36 twin sets, and it was able to distinguish one twin from the other.
Accuracy is a big concern. Identity theft appears to be the fastest-growing crime in America, with identity-related crimes projected to rob the global economy of $24 billion this year. If not well-protected, biometrics may cause even more spectacular cases of ID theft, such as the gummy bear fiasco. Evans says 3-D facial identification is secure, however, because the facial image is only stored with the holder of the biometrics data.
It takes the card or 3-D facial image, the holder and the database to match before security can be breached. So just swiping a card won’t allow me to use someone’s credit card anymore, for example. Or just breaking into a database will not supply me with sufficient data to construct a 3-D facial image.
The issue here is: Can someone not be recognized? Yes … but can someone fool the system into thinking it is someone else? No.
Last Saturday I decided to treat a friend of mine to a dinner at a restaurant, the Painted Heron, that received one of the most glowing reviews I have ever come across. It appeared in the last week’s Sunday paper magazine (no link, alas) and it certainly inspired me despite the fact I am not too keen on Indian food.
The dinner was an extraordinary experience. Despite our high expectations induced by Matthew Norman’s raving review, we were not disappointed. Everything – the decor, food and service – was excellent and the price commensurate with the quality we enjoyed. For our London-based readers I recommend to make a trip to 112 Cheyne Walk, SW10 and sample the gastrogasm-inducing fare we enjoyed.
I also applaud Matthew Norman whose restaurant review in the Sunday Telegraph Magazine is one of the sections of the paper I read regularly. His razor sharp witt is refreshing as he uses it to punture many a pompous restaurant’s pretentions. However, his vitriolic sarcasm had a day off when he wrote a review for the Painted Heron – one of the reasons I wanted to see this culinary marvel. And as it was substantiated, I am ready to trust his opinions in the future. He is by no means the only one to give high marks to the place. Although I cannot link to his review, I found another reviewer making pretty much the same points:
The food is bloody marvellous. Every single dish made me stamp my feet and howl at the moon.
The tandoori baby chicken came. And I came over all funny. This was a good strong bird not much bigger than a greedy quail, served whole, orange from the oven and trickling juices and runnels of bright yoghurt, served on onion kulcha bread.
I picked it up and tore in. Sweet Jesus. And then I was sorry again because the chicken in your local curry house is not fit to cluck orisons over the carcass of this princely bird-child.
Quite.
Still reeling from the culinary delights of the night before, I opened this week’s Sunday Telegraph and right in the news section I find out how Matthew Norman’s review of another restaurant has earned him a letter from the owner threatening to sue.
It was, both parties will submit, not quite a glowing review. Indeed, phrases such as “the eighth circle of hell”, “among the very worst restaurants in Christendom” and “meals of crescendoing monstrosity” may have conveyed the impression that Matthew Norman, the prize-winning restaurant critic of The Sunday Telegraph Magazine, was not entirely enamoured with the food on offer at Shepherds in Westminster, central London.
Last week, alas, things moved from the kitchen towards the courtroom. Richard Shepherd, the owner of Shepherds, whose restaurant has long been a favourite of politicians, is threatening to sue The Sunday Telegraph for libel because he was so hurt by the review.
Unless Mr Shepherd received damages paid to the charity of his choice, and the opportunity to write a letter defending his restaurant, he would have no choice but to sue.
It is not just a matter of free speech and the right to express one’s opinions, especially when one is getting paid for doing so, but the manner in which Mr Shepherd’s reacted to Mr Norman’s sharp and let’s face it, witty criticism.
Where do you start with somewhere like Shepherds? You don’t. If you have any sense you finish with it.
There is so much about Shepherds that is wrong that it would, in a more elegant age, merit a pamphlet rather than a review.
This is a man who likes his food and dislikes the kind of pretentious ‘concept’ restaurants that has sprouted all over London in the last decade or so. Apparently, many customers have written letters to the Telegraph expressing support to the restaurant with colourful insults directed at Mr Norman. One has to remember though that Shepherd’s is frequented by politicians whose palates are not necessarily amongst the most discriminating, what with having to kiss arses all day long…
Mr Shepherd’s response, or more accurately his lawyers’ response, is a seriously po-faced letter that completely misses the point of Mr Norman’s job and talent. It is almost distressing to see the kind of corporate bullying normally reserved for customers directed at a restaurant reviewer. There was at least one dissenter, John Blundell of the Institute of Economic Affairs, who wrote:
Thank you a million times for your brilliant review of Shepherds. I stopped eating there four years ago when we had to send back three of our four main courses.
Mr Norman himself appeared unrepentant, although he did admit that he had one regret.
The lawyers’ letter was far more amusing than my review. That’s the sad thing.
Somehow I doubt it…

It’s been a year dominated by terms such as ID theft, data protection and biometrics. But what have the powers that be been doing and what part does the tech community play in their plans?

Silicon.com reports that the controversial radio frequency ID (RFID) tracking tags will become ubiquitous in consumer goods but privacy issues, standards and cost need to be addressed first, according to a senior executive of UK supermarket chain Safeway.
Safeway ran an RFID pilot with Unilever last year on 40,000 cases of Lynx deodorant tracking them from the factory through to the shelves of three stores and, in an exclusive interview with silicon.com, Safeway CIO Ric Francis said that while the company has no immediate plans to use RFID, the pilot did enough to convince him that the technology is absolutely key to the future of the retail sector.
We see that as a long-term investment. RFID is clearly going to be hugely important to the retail business. My biggest fear about RFID is that if we all try and do independent things we’ll end up with a range of standards that is not sustainable for the industry as a whole.
As and when it becomes cheap enough it will be important from the consumer point of view as well. That will start, I think, with higher value items and will come down and down throughout the sales portfolio. If these things end up being a penny a go, which I’m sure they will be at some point in time, then that will be a route to implement in a ubiquitous nature.
The hope is that once the standards are in place and the cost of the RFID chips drops, then the technology will become an unseen and accepted part of shopping.
A kind reader provided a link to an article by the BBC warning that snooping powers given to more than 600 public bodies look set to create a small industry of private firms that will help process requests for information about who people call, the websites they visit and who they swap e-mail with. One firm, called Singlepoint, has been specifically created to act as a middleman between the bodies that want access to data and the net service providers and phone operators that hold it.
We saw an opportunity for a business or a facility that could provide secure processing for the data requests that will come out of this legislation.
Singlepoint spokesman explained that without Singlepoint it would be more difficult and costly for public authorities to request data as they would have to set up relationships with all of the UK’s communication service providers. Instead, Singlepoint was setting up a system that would automatically route requests for information to relevant net or phone firms.
The Home Office estimates that up to 500,000 requests per year are made for information about who pays for a particular phone or web account. About 90% of these requests are for subscriber information. Singlepoint estimates that there could be millions of requests per year. Most of these requests are made by the police but approximately 4% are made by the many public authorities that have had new powers granted under RIPA (Regulation of Investigatory Powers Act).
Other firms are starting to set themselves up as trainers for people within public bodies involved with investigations.
the Home Office was keen to get firms offering courses because the police did not have the resources to take on the training of these public body workers itself.
Bodies granted snooping powers include the Serious Fraud Office, all local authorities and councils plus other organisations such as the Charity Commission and the Centre for Environment, Fisheries and Aquaculture Science.
When proposals to grant these snooping powers were first aired in mid-2002 they were greeted with alarm by privacy advocates and civil liberty groups.
A campaign co-ordinated by the FaxYourMP website prompted the government to withdraw its proposals. However, following a consultation exercise the proposals were resurrected and the powers granted in a series of statutory instruments issued in November 2003.
Wired reports that customers will want to control exactly who knows where they are and when now that wireless companies can track a mobile phone’s location.
Bell Labs says it has developed a network software engine that can let cell users be as picky as they choose about disclosing their whereabouts, a step that may help wireless companies introduce location-based services in a way customers will find handy rather than intrusive.
Under a federal mandate requiring that cell carriers be able to pinpoint the whereabouts of any customer who calls 911 during an emergency, expensive network upgrades have made wireless companies more anxious to deploy services that can exploit these new capabilities for a profit. Examples of such services would typically include the ability for restaurants and other businesses to send a solicitation by text message to a cell phone when its owner wanders within range of those merchants. Other applications might include the ability to locate co-workers and customers.
While many cell-phone users might like to be notified of a nearby eatery or find it helpful to let others keep track of their movements, most would rather not expose themselves to round-the-clock, everywhere-they-go surveillance. However, given the real-time requirements of transmitting information over a telephone network, it can be difficult to program a wide range of options for individuals to personalize preferences such as when, where and with whom to share location information. One solution is to hard-code a network database with an “on-off” switch that activates or deactivates a service, for instance, during a window of time with set hours such as peak and off-peak.
Bell Labs said it used a “rules-driven” approach to programming that can take personalization to a less-rigid level without bogging down the computing power of a network.

Mr Prodi said he was mystified as to why some countries were proposing to reduce the ceiling on payments to the EU budget when the continent was about to unite “for the first time in history”.

Telegraph has an article about an official parliamentary report that notes that Holland’s 30-year experiment in trying to create a tolerant, multicultural society has failed and led to ethnic ghettos and sink schools.
Between 70 and 80 per cent of Dutch-born members of immigrant families import their spouse from their “home” country, mostly Turkey or Morocco, perpetuating a fast-growing Muslim subculture in large cities.
While the report praised most immigrants for assimilating and for doing well at school, it attacked successive governments for stoking ethnic separatism. The worst mistake was to encourage children to speak Turkish, Arabic or Berber in primary schools rather than Dutch. The report concluded that Holland’s 850,000 Muslims must become Dutch if the country was to hold together. It proposes cheap housing in the leafy suburbs to help ethnic groups assimilate with the rest of the 16 million population.
The major parties in the centre-Right government dismissed such solutions as insufficient. Maxime Verhagen, the Christian Democrat leader in parliament, said one had to be “either naive or ignorant” not to understand that the policy had led the country into a cul-de-sac.
Immigrants in the Netherlands top the ‘wrong’ lists – disability benefit, unemployment assistance, domestic violence, criminality statistics and school and learning difficulties.
Holland used to be an example of multi-ethnic tolerance, spending large amounts of funding to welcome immigrants and running ‘ethnic diversity projects’ that included 700 Islamic clubs that are often run by hard-line clerics.
Two years ago, Pim Fortuyn voiced the resentment that had been building up behind the ‘multi-culti’ facade. The European Union’s Racism and Xenophobia Monitoring Centre has catalogued a rash of anti-Muslim attacks, leaving girls too frightened to go out wearing head scarves. The violence has been on the increase since the September 11 attacks. The Dutch intelligence service, AIVD, has warned that the al-Qa’eda network is stealthily taking root in Dutch society by preying on disaffected Muslim youth with Jihad video cassettes circulating in mosques, cafes and prisons.
This is what happens when the state interferes with natural social processes, such assimilation. The example of the US shows that the melting pot approach works just. It is only when the state decides to promote one group or another the social sets in. As always, the state is not your friend.
Police are set to get a host of new powers to crack down on anti-social behaviour.
Officers will be able to close down drug dens within 48 hours, and keep them shut for up to six months. For the first time, the Government’s Anti-Social Behaviour Act gives police-style powers to accredited private security guards. Later in the year, security guards and Community Support Officers will get further powers under the same Act.
Also introduced are controversial new police powers to disperse groups of people who have gathered in an area designated an anti-social hotspot by the local council. The host of new powers created by David Blunkett, the Home Secretary, were designed to target yobs, nuisance neighbours, vandals and drug dealers who make life a misery for law-abiding residents.
New restrictions on air weapons, raising the age for legal possession from 14 to 17, also come in today. It will also be an arrestable offence to carry air guns in public “without lawful authority or excuse”.

Let me see if I understand the BBC Rules of Engagement correctly: if you’re Robert Kilroy-Silk and you make some robust statements about the Arab penchant for suicide bombing, amputations, repression of women and a generally celebratory attitude to September 11 – none of which is factually in dispute – the BBC will yank you off the air and the Commission for Racial Equality will file a complaint to the police which could result in your serving seven years in gaol. Message: this behaviour is unacceptable in multicultural Britain.
But, if you’re Tom Paulin and you incite murder, in a part of the world where folks need little incitement to murder, as part of a non-factual emotive rant about how “Brooklyn-born” Jewish settlers on the West Bank “should be shot dead” because “they are Nazis” and “I feel nothing but hatred for them”, the BBC will keep you on the air, kibitzing (as the Zionists would say) with the crème de la crème of London’s cultural arbiters each week. Message: this behaviour is completely acceptable.
The situation starts looking serious with the concluding paragraph:

Wired reports that the companies and organizations behind radio-frequency identification tags are scrambling to improve their image by promising to protect the privacy rights of consumers, after they were caught trying to dig up dirt about one of their most effective critics. They also announced development of devices that disable RFID tags, which they are placing on everything from shampoo bottles to suit jackets in the United States and Europe.
Privacy groups, led by Consumers Against Supermarket Privacy Invasion and Numbering (or CASPIAN), fear that businesses and governments can use those signals to track individuals’ movements inside stores and in public places. One organization may have been shamed into soliciting CASPIAN’s advice, however. The Grocery Manufacturers of America this week inadvertently sent an internal e-mail to CASPIAN suggesting it was looking for embarrassing information about the group’s founder, Katherine Albrecht.
The e-mail, written by a college intern at GMA, reads:
I don’t know what to tell this woman! ‘Well, actually we’re trying to see if you have a juicy past that we could use against you.’
Wal-Mart, which tested RFID tags and readers in at least two of its stores last year, said it would adhere to the RFID privacy guidelines published by EPCglobal, the EPC standards body. The guidelines require companies to publicly state how they plan to use data collected from the EPC tags. Wal-Mart spokeswoman Sarah Clark insists:
We understand and care about the concerns that some of our customers have about privacy and, as always, we put our customers’ needs first.
CASPIAN’s Albrecht said she welcomes tag-killing technologies, as well as the overtures by RFID users who want to work with her.
I just hope they’re looking for a real dialogue about the implications of this technology and not simply trying to appear concerned.
