The zillion dollar question is “How to constrain it?”
As Anthony de Jasay noted (I think), arent constitutional restraints just chastity belts with in-built keys?
I suggest Tax Loans — gov’t gives “needy” a cash loan, and they repay it with their current taxes. Plus a loan payment surcharge, until the loan is repaid.
NOT free money. Nor Other People’s Money.
The incentive to vote for more control over OPM is the corruption inside of democracy.
