It sounds like it should be true, but it is wrong. The Chinese government, whenever there is economic trouble, starts up disputes with its’ neighbours, like Japan.
Brilliant.
The CCP will also blame “corruption”, even though they are likely all up to their arse in it.
Meanwhile they are having their “brothers” in the KMT prepare Taiwan for annexation without a shot being fired. Protesters have been storming government buildings, getting arrested and variously harassed by the NSB.
It must always be remembered that the ‘blame’ will be so directed in order to avoid any consideration of the actual source of the problem.

Which pretty much describes most governmental actions.
Nick, I think that you are over-construing the quote, it is clearly a reference, IMHO, to debates on economics.
But the truth of your observation can be seen with Argentina and Spain over those nice low tax jurisdictions that have nothing to do with either dump.
