A heretic speaks

Madeline Grant of the Institute of Economic Affairs has a guest spot in the Times. Presumably when they invited her they had an inkling of what sort of guest she would be. You really ought to buy a copy of the Times or electronic equivalent to read the whole article, but I hope that the following excerpts will give the general picture. She is metaphorically sitting with her boots on the coffee table, fag in one hand, her host’s vintage port in the other, keeping the party both appalled and entertained:

Let’s stop kidding ourselves about the NHS

… our public services are on track to become a Leviathan health provider, with only a few other minor functions attached. You might argue that this cycle of increased spending simply reflects Britain’s ageing population, but it hides some growing dangers.

Voltaire quipped in the 18th century that “where some states possess an army, the Prussian Army possesses a state”. Like Prussian military might, the NHS has embedded itself in our national psyche, consistently topping opinion polls of Britain’s best-loved institutions. Its cult status is spread on social media by people sharing personal tales and using hashtags such as #TheNHSsavedmylife, as if a publicly-funded service doing its job was somehow remarkable. Then there was the bizarre worship of the NHS at the 2012 London Olympics opening ceremony. Foreign visitors here, often with far superior health systems at home, regard our NHS mania with bemusement.

We could learn a lot from other countries. Australia offers free health cover for everyone but encourages citizens to top up these costs wherever possible. Most Australians are covered for all in-patient care and about three-quarters of GP care. The majority buy “top-up” insurance to meet the shortfall, while the state subsidises insurance premiums. Though public spending on health accounts for 9.3 per cent of Australian GDP compared to Britain’s 9.8 per cent, it outperforms us on almost every measure, including, most importantly, patient outcomes.

Sadly, given our worship of the NHS, it will be politically difficult to incorporate cost-sharing elements. But let’s at least admit that our centralised model is an international outlier and not, as is often claimed, the “envy of the world”. Even in Sweden, which the left regards as a socialist Valhalla, personal spending accounts for 16 per cent of total health expenditure, compared with 9 per cent in Britain.

Increased funding for the NHS must go hand in hand with reform of a system which favours bureaucrats over frontline staff. Despite a growing shortage of nurses, the number of managers on the payroll had risen by almost a quarter in four years. Our health service lags behind others in the uptake of new technologies — a report last year revealed it was “the world’s largest purchaser of fax machines”.

There are facts and figures a-plenty in the article, but long after they are forgotten I will remember that line about the fax machines. Sometimes a single dramatic example that encapsulates an issue can do more to change opinion than a page of statistics.

Towards the end of the last century I visited a very nice elderly couple, the husband of whom was a retired doctor. I noticed a flyer or newsletter sitting on their kitchen table with a heading something like “Doctors against gun violence”. At that time Dr Harold Shipman had fairly recently been arrested and the sheer number of his victims – more than two hundred – was beginning to emerge. I could not help thinking that, given that the number of people Shipman had killed by medical means exceeded by a great margin the death toll of the two largest shooting mass murders that had then occurred in the UK, Dunblane and Hungerford, maybe there was scope for a rival pamphlet called “Gun owners against medical violence”. The thought remained unspoken, of course, and a good thing too. I was not usually so flippant about mass murder even in thought: after the Dunblane massacre of primary schoolchildren I had thought about Thomas Hamilton’s victims almost every day for two years or more. Shipman’s victims did not haunt me to nearly the same extent. The same seems true of the general public. No doubt much of that was because Shipman killed the old not the young. It is not that people do not care about elderly victims, but the instinct to protect children and thus to consider the murder of a child the worst of crimes is bred in the bone. But that does not entirely explain it. Another British medical serial killer, the nurse Beverley Allitt, did target babies and children, by giving them overdoses of insulin and potassium. She murdered four children between the ages of seven weeks and eleven years and attempted to murder several others. One of those she failed to kill, Katie Phillips, was left permanently brain damaged by her attentions. This was after Katie’s twin sister Becky had already been murdered by Allitt. Yet her deeds seem almost forgotten now.

Maybe it is time for that long unspoken thought to get an airing, and for better reasons than to keep score in competitive shroud-waving. I have come away from Wikipedia shocked at how many such“angels of death” there have been, how long they have got away with it, and how high their number of victims has been. Almost more chilling than the death counts is their uncertainty: Donald Harvey, United States, 57-87. Arnfinn Nesset, Norway, 27-138+. Charles Cullen, United States 35-400+. There are plenty more on that list. And it can be practically certain that there are yet more who appear on no list, because they are still killing now.

Glenn Hoddle was treated abominably for his religious views

The football commenter and distinguished former player and manager Glenn Hoddle suffered a heart attack two days ago while at a London TV studio. His life was saved by a sound engineer who knew how to use a defibrillator, though he remains in a serious condition. I wish him well.

I do not follow football, but those who do might enjoy the appreciation of Hoddle’s career written for the Times by its sports writer Matthew Syed, “Glenn Hoddle a visionary whose face did not fit in muscular English game”:

Ray Clemence, the goalkeeper, would pass out to Steve Perryman, who would feed Hoddle. A glance up, and then the ball was off, curving into the path of the wide players, the move already in full swing. As Hoddle advanced up the pitch, he was like a grandmaster in lilywhite, seeing four moves ahead, making passes into space, and daring his team-mates to think differently.

Hoddle’s different way of thinking extended to matters other than football. Syed relates,

His managerial career for England ended in acrimony after he expressed controversial religious views. I felt then, and still feel, that he was treated abominably.

Hoddle’s reported view that disabled people are paying the price for sins in a previous life struck me as no less ridiculous or offensive than the theology I had been surrounded by as a youngster at church. The difference was that his views were unconventionally whacky, which is why he was not granted the latitude that would undoubtedly have been offered a Christian or Muslim. Tony Blair, whose religious views are as off the wall as anybody’s, called for him to resign. Hoddle said that his beliefs had been misrepresented, but by that stage, it hardly mattered. By the time he was sacked, it had become a witch-hunt.

Mr Syed’s views about religion are not mine, but when it comes to the unfairness of a man being hounded out of his job for religious beliefs unrelated to that job, and the double unfairness of the Prime Minister joining the mob, we are at one. (Blair’s bad example was followed by Cameron who also disgraced his office by denouncing a private citizen who had broken no law.) The links are all dead in the blogpost I wrote in 2004 in response to an article by Simon Barnes that placed Hoddle in the same bracket as the then head coach of the Spanish football team who had made racist remarks, but my opinion has not changed:

But there was one part of his [Simon Barnes’s] article that I thought was unfair. I quote:

“Glenn Hoddle was dismissed as England coach because he said things about the disabled that provoked a heart-felt reaction across the country. The head of the England football team just can’t go around saying things like that.”

No, he can’t. And that has the unfortunate consequence, particularly for those who oppose racism as Simon Barnes does, that until things change we can never have a Hindu coach for our football team. Hoddle’s belief in reincarnation and that misfortune in this life is the result of bad behaviour in past lives may be unusual for a white Briton but is orthodox for thousands of Britons of the Hindu religion. I have no doubt that Hoddle’s sacking had a chilling effect on Hindus striving for public eminence in all sorts of fields, not limited to sport.

I wish more prominent British Hindus had spoken out about this at the time of Hoddle’s exit – but I find it hard to blame them for their silence, given that it had just been demonstrated that people with their beliefs could be sacked for them to popular acclaim.

The First Man and the unfashionableness of optimism

A week or so ago I went to see The First Man at the cinema. At first it seemed to do a good job of turning historical figures into real people. The domestic lives of the astronauts contrasted with the bravery of their test flights. There were lots of scenes of worried housewives which seemed believable enough. Armstrong is portrayed as a serious engineer with good attention to detail. He makes some mistakes which his bosses put down to being distracted by his daughter’s ill health. After she dies, Armstrong is understandably never truly happy. He does not express his emotions, and tells one friend who tries to talk to him, “if I wanted to talk to someone, do you think I would be standing out here [away from everyone]?” I like that line: I have felt like that at times.

When the Gemini 8 flight has problems, his wife hears about it and she goes to complain that her audio feed has been switched off to protect her from hearing about what is going on. Don’t worry, she is told, we have everything under control. No you don’t, she retorts, “you’re a bunch of boys playing with balsa wood models.” There is a certain truth to that line which I enjoyed: it is hard to have complete understanding of a complex enough system, and there is a certain playfulness to engineering.

There is a montage about protestors complaining about the cost of the Apollo program and listing better ways of spending tax dollars such as by helping poor people. We see Gil Scott-Heron on stage reading his poem Whitey On The Moon. It made sense to portray these things in the movie.

A lot of Armstrong’s colleagues are killed. The Apollo 1 cockpit testing scene is hard to watch if you know what is coming. A lot of the movie is spent with Armstrong taking the deaths hard. There are a lot of funeral scenes. There is a scene where Armstrong’s wife makes him explain to his kids that he might not survive Apollo 13.

They fly to the moon. I have a big criticism of the cinematography: I am sure spacecraft do not vibrate that much. There must be other ways to portray speed and acceleration. They fly home. Once home, Armstrong’s wife visits him in quarantine. He seems sullen. She seems sullen. The End.

And then it hit me: no-one is happy about going to the moon. There is no pride, no sense of achievement, no celebration of the accomplishment whatever. All we learn is that we are doing it to beat the Soviets, it costs a lot of money, there is a huge human cost, people worry and suffer, relationships are strained. This is a joyless movie. It portrays no up-side. The closest we get to any kind of positive commentary on the Apollo project is when Armstrong first applies for the job. The superiors ask why he wants to go to the moon and he answers with a speech about mankind’s need to explore. The superiors seem skeptical, but pleased: the message is that this guy can be trusted to say the right things. Being happy about going to the moon is for the stupid masses.

On my bookshelf I have a couple of anthologies of the Eagle comic from the 50s and 60s.

Phosphates for The World

They feature cutaway drawings explaining wonders of technology, present and future, all of it wonderfully unapologetic. We are doing awesome things and we will do even more awesome things soon, kids are told. Today’s teenagers are bombarded with worry and pessimism. BBC Focus magazine is a science magazine that seems to be aimed at young audience and it features an article about climate change and how having children is bad. The Week Junior seems to be full of articles about endangered animals and banning plastic. If I did not know that most of the terrible problems are not terrible problems and that the world is in general getting better, I might be a bit despondent about all that. If I was an impressionable youth I might rebel against it; I hope they do.

Blasphemy laws return to Europe

The ECHR has now agreed that this is a crime which trumps a person’s right to free speech. On the same day that Ireland is finally voting to take blasphemy laws out of its constitution, the ECHR seems determined to put them back in…

Calling all Samizdata-reading lawyers! Is this as bad for free speech as it sounds, or are there complicating factors? How specific to Austria is it?

Note that the ECHR (European Court of Human Rights) is not the “supreme court of the EU”, that would be the European Court of Justice (ECJ). We will probably stay in the ECHR when we leave the EU.

Finally, what’s with “… he was not a worthy subject of worship”? Muslims strenuously deny that they worship Muhammad; worship is for God alone. At first I thought this might be a sloppy paraphrase by Guido, but those very words do appear several times in the original judgement.

Rare literal example of ‘No True Scotsman’ Fallacy

Twitter urged to bring in ‘Verified Scottish’ status

A Scottish member of the European parliament has warned that fake Scots are taking to twitter and spreading fake news.

It is unclear what led natz MEP Alyn Smith to this appalling discovery. Some suggest he first became suspicious when he realised that tweets from an Aberdeenshire businessman named Donald were in fact coming from an IP address in Washington D.C. Others speculate that his scepticism was naturally aroused when an allegedly-Scottish comic expressed more liking for the English than for the natz, which Alyn found neither Scottish nor comical. Surely it cannot be that the very disciplined natz party suspects its former leader of having too close an association with a source of twitter bots?

Whatever it was alerted him to the problem, he knows the solution:

I hate to break it to my fellow Scot, but I’m not sure Jack Dorsey is going to be too interested in this. I’m also not sure how Jack would decide who is Scottish and who is not. Scots have a great love of their country from a distance: by one definition, there are said to be 5 or 6 times as many Scots around the world as there are in Scotland. Conversely, there are English people in Scotland, some of whom immigrated from south of the Tweed quite recently. Other recent immigrants come from a greater distance – the middle east, for example. Might Twitter think it wrong to withhold Scottishness from any who claim it? And how would they assess Alyn himself, who often tweets from Strasburg or Brussels?

I suppose Twitter could always apply the reasoning they appear to use in the US, but Mr Smith had better hope it gets adapted for the Scottish domain. The algorithm “Tweet account likes English – treat it as a bot” would no doubt suit him, but an automated “Tweet account likes ‘Donald’ – treat it as a bot” might rate some of his natz colleagues as ‘fake’ – and be all the more accurate for it. 🙂

Let’s save time and outlaw humour entirely

This video clip (which has English subtitles once you eliminate the advertisement at the bottom) shows the left wing French politician Jean-Luc Mélenchon behaving unpleasantly.

I know. The jokes write themselves. But I was a little surprised to see a man often called “The French Jeremy Corbyn” display such un-PC (and to be fair to Mr Corbyn, un-JC) contempt for a journalist, particularly a female journalist, merely for speaking with a less prestigious regional accent. Reuters has an account of the exchange here, and this is a slightly longer version of the video with some French subtitles that shows the build up to Mélenchon losing his temper with Veronique Gaurel, the journalist in question. His claim that he does not understand her question does not convince. It looks a lot more like he understood it all too well and was desperately casting around for any excuse not to answer it.

Did you catch how he imitated her? Mr Mélenchon has shown a haughtiness that pokes a hole in his claim to represent the ordinary people of France against the elite. There has been an outpouring of support for Ms Gaurel, with many saying that his outburst was a reaction to her doing her job well and asking him a pointed question that remains unanswered. He will lose votes. That should be punishment enough.

But it never is enough for some people. France 24 reports,

French MP seeks ban on ‘glottophobia’ after Mélanchon mocks journalist’s accent

A French member of parliament has proposed that mockery of accents be outlawed, after an irate politician derided a journalist’s southwestern pronunciation before asking if anyone had a question in “understandable French”.

Laetitia Avia of President Emmanuel Macron’s ruling party said she was proposing a bill that would classify such mockery with other forms of prohibited discrimination such as on grounds of sex or race.

At this point we in the Anglosphere might be tempted to laugh in a smug way and say those Frenchies might submit to the abolition of a tradition of laughing at other people’s funny accents that goes back millennia, but we will never say goodbye to our ‘Allo ‘Allo!

Don’t count on it. How often have you laughed about the latest daft PC proposal from an obscure intellectual, a student union, or a minor politician, home-grown or foreign like Laetitia Avia – only to find five years later that it is a law you must obey?

Defending the Billionaires

Nobody gets to the vast levels of wealth of someone like Bezos without being a gangster. Nobody.

Once again, someone is here to give voice to the voiceless: the poor, underrepresented billionaires who cannot defend themselves.

My disinterest in arguing with you could only be described as “sexual” in intensity. Go rant on your own blog.

Those are three choice quotes from an argument I got into on the popular blog of a popular San Franciscan. He was a shareholder and early employee of the first company to make a commercial web browser, became quite wealthy in the IPO, and then proceeded to buy a nightclub, and later a pizza parlor next to the nightclub. He also writes regularly, with undisguised loathing, of his distaste for wealthy people.

You can find the original argument using a search engine, but I do not care to direct people to it, and would prefer that you not look, and that if you do, that you leave it unmolested. There is no point in trying to educate those who do not wish to learn; it is generally a waste of time, and I don’t actually enjoy irritating people even if they are themselves less than perfectly civilized. The blog owner suggested I “[g]o rant on [my] own blog”, and so here I am.

The conversation that triggered the “ranting” which I reproduce below suggested, among other things, that the fact that Jeff Bezos is rich is evidence in itself that he’s a bad person, that it is impossible to get rich without foul means, etc. (In other words, it suggested the usual array of collectivist arguments for why envy of wealth should be a guide to political policy.)

The comments also implied that it is horrible that anyone would come to the defense of a wealthy entrepreneur, that one must be a terrible person to defend people who are so clearly not in need of defense. Let me, then, be that horrible person. I think that anyone who is slighted for no reason beyond bigotry and envy deserves defense — indeed, that such defense is necessary for a functioning society.

Here, then, are (lightly edited) my comments from the thread. I’ve separated the individual comments with horizontal rules. If you are a regular on this blog, you may accurately guess the content of my counterparty’s brief and non-substantive comments without reading them.


I always thought that envy was a vice, not a virtue, but I guess people are into reveling in it anyway.


I’ve found fairly few of the “Eat the Rich!” crowd who are actually virtuous, but boy do they do a good job getting angry with others for the “crime” of having earned more money. Such people also pretend it is a virtue to criticize business people for existing, and rich people for having their money, as though it was all a zero sum game, which of course it isn’t — the game isn’t even remotely zero sum. The world’s total supply of goods and services is not, after all, fixed, so it is not the case that one person having more means another has less.

Many of these adherents to the practice of vigorous public expression of thinly disguised envy are even fairly rich people themselves, even have businesses, but naturally they think of themselves as virtuous and anyone who has more money than them as being remarkably evil, or at least, so they proclaim in public. Somehow their own stores and restaurants and factories and the like aren’t evil, though, only other people’s are. (“I run a nice honest business, but he’s got more money than me, so he must be terribly, terribly bad” certainly reads a great deal like envy.)

There are, of course, societies that do operate on a zero sum principle, and those are precisely the societies where most such upper class critics of other people earning money would find themselves imprisoned for having even the “modest” businesses they themselves own. Those societies are also generally desperate and poor. (Many such people were happily chirping about how great Hugo Chávez was and how wonderful Venezuela was, even past the point where it became obvious that starvation was growing in a country with the largest proven oil reserves in the world. I’ve heard few to no retractions from the former admirers, many even claim that the Bolivarian paradise Chávez was building has somehow been ruined by foreigners, but the mechanisms they propose for this are universally implausible.)

Anyway, I find it interesting that people complain about others for no better reason than that they earn some large amount of money per minute, as though this was in itself a reason to think they were somehow bad.

Again, envy is a really, really ugly emotion, and this reads as nothing more than the sort of envy we usually try to teach children not to indulge in, but it seems that at least at the moment, we have political movements (on both sides of the supposed political divide) who anchor their entire program in the basest possible human emotions: envy, fear of people unlike themselves, dehumanization of those judged to be members of outgroups, etc. This tendency appears both among the “build a wall and make Mexico pay for it!” types and among members of the “eat the rich!” crowd, though remarkably each believes that only the other exhibits such abhorrent beliefs.

I’m sure I’ll now be told that it’s different here, but everyone claims their own vices are not actually vices and that the people they mindlessly hate deserve it. No one ever admits there’s something wrong with their own views. No one ever admits to having base and unreasonable emotions, no one ever sees themselves as the bad guy. I know people who honestly believe Mexicans are going to destroy U.S. society by committing the horrible crime of crossing the border and working hard, I know people who honestly believe that landlords are evil for wanting to charge market rents. The arguments are all the same, the claims that I’m a bad person for pointing it out and that the arguer’s personal hatreds are different from other people’s hatreds are dull and basically inconsequentially distinct from those of others.


“Earned”, right. How about crimes like not paying taxes, which are only crimes if you’re poor?

Don’t you own a business? How do I know you paid your taxes? I mean, you say you have, but everyone says they have, right? Shouldn’t I be protesting your wealth? I mean, you’re wealthier than all but a small fraction of a percent of the US population, and by world standards, you’re in the top tiny fraction of a percent. Clearly if you were a decent person you would be giving all your worldly goods up — no one “needs” to own a nightclub and a restaurant and the rest, right?

Only, that argument would be as unreasonable as all the others being made, even if it’s no different in any respect from the one you’re making.

Really, though, it is a fantastic signifier of that. Nobody gets to the vast levels of wealth of someone like Bezos without being a gangster.

Jeff Bezos’s company ships something to me several times a week. I use his service because it is vastly easier for me to get decent products at a reasonable price that way than any other. In doing this, he’s done me a huge service. A new clock for my office wall arrived not very many hours ago, as did a book I couldn’t possibly have found at the local store. He’s probably saved me thousands of hours over the years hunting around on foot only to get worse products at a higher price. I’m glad to have paid him for the service of saving me that time and providing me with better merchandise. Over the years, I’ve paid him only a small fraction of what those many hours would have cost me in lost earnings — he captured only a tiny fraction of the value that I captured.

Because hundreds of millions of other people find his products and services useful, they voluntarily use them, and as a result he’s very very rich — but only because hundreds of millions of people want to use his firm’s services. I could choose to buy from all sorts of firms, but I don’t, because his does better by me than theirs along a variety of metrics. (For certain products, like computer parts, I use competitors services, because they’re better.)

So he got really rich doing what he does well. Not by “gangsterism”, which would imply using guns to use violence to get your way. Which is, by the way, what most people who think he doesn’t pay enough taxes would like — they would like their prejudices and hatreds to be enforced by the police. They would cheer if (say) they saw a cop beating Jeff Bezos up. In this, they’re not much different from the people who think any given group, from blacks to bankers, need to be kept down by the police more of the time. And it’s true, he’s more able to defend himself than the average black person who is victimized by racists, but it’s not true that the sentiment being displayed is any more savory. In the end, it’s the same desire to see people who are part of an outgroup physically harmed, mostly just for being members of the outgroup.

Anyway, though, I’m sure loads of other people could make precisely the same argument about other people, say people who own restaurants. “How did he get wealthy enough to buy a restaurant? Normal people who work stocking shelves don’t have that sort of money. He must be a gangster. He must have stolen it. These excuses about how he worked hard and his company IPOed are garbage — it was theft from other people that got him his money.”

The problem is, of course, that the argument is false. But it’s easily applied to people who own nightclubs, not just people who own internet department stores.

Anyway, I’ve heard this same argument thousands of times. In no case does it seem to amount to more than “I’m envious of the rich person, and because it is socially acceptable to slag rich people, I’ll express that anti-social sentiment in public, pretending that it’s virtue and not vice.” Only, from what I can tell, envy is just about never virtuous, and should not, in fact, be socially acceptable.

A statement of corporate philosophy I can get behind

These days, there is a lot of effort behind what is called the corporate social responsibility movement to inject what some of us might see as Leftist political ideas into the ways companies operate. (There is debate about this among free market folk, it ought to be conceded. See an article at Reason magazine.) Some of this is mandated by state regulation; some of it can also come from pressure certain types of shareholder (if there is consent involved, libertarians can’t object to that in principle). The old idea, put forward by the late Prof. Milton Friedman, that the primary obligation of company management is to maximise shareholder value, is shocking to the modern mindset. During my time in writing about and following the modern investment and financial industry, I am relentlessly bombarded by calls for firms to be more mindful of their social, environmental and related obligations. Making profits is all too often treated as a tad vulgar, even immoral. (This perspective might change a bit as and when the next recession bites.)

With that in mind, it’s refreshing to read a statement of corporate philosophy like this, from the Asgaard (as in the Vikings) business that runs the Starting Strength weight training operation, associated most famously with barbell lifting trainer and wonderfully plain-spoken Mark Rippetoe. The whole statement is great, even if you have never been to a gym or aren’t interested in lifting weights (full disclosure: I am doing the barbell lifting programme (in the UK) and it has already changed my health for the better).

Here are a couple of paragraphs:

We don’t like big government, government regulation of the workplace and personal space, and government safety nets for those who decide not to finish life’s heavy sets of 5. We don’t appreciate people who are constantly offended for other people at no cost to themselves, and who feel the need to force us to agree with their opinions, which we cannot be made to do. We like people who take personal responsibility, who do not ask for charity, and who give freely when they feel compelled to do so. We appreciate an honest effort toward a worthwhile goal, and we will help if we can.

We like nice guns, good food, strong drink, talented musicianship, thoughtful art, and the effort it takes to create them. We appreciate beautiful women and handsome men, masculinity and femininity, and we know the difference. We also understand that some people have different opinions about these things, and we respect their opinions at precisely the same level of enthusiasm with which they respect ours.

As an aside, I came across Rippetoe (or “Rip” as everyone calls him) via Glenn Reynolds. So I owe the law professor and blogger supremo for putting me on the path to getting stronger.

Trafalgar Day, and another commemoration

Today is Trafalgar Day. The anniversary of Nelson’s victory “was commemorated by parades, dinners and other events throughout much of the British Empire in the 19th century and early 20th century” before declining in the aftermath of the First World War.

Those who have been reading Samizdata for many years will remember the immensely knowledgeable contributions by Findlay Dunachie. This post, “Trafalgar – and after”, was written two hundred years after the battle and a few days before Findlay’s death.

It wouldn’t kill us to give credit where credit’s due:

Canada becomes second country to legalise recreational cannabis, reports the BBC.

I expect crime to fall – and the sky not to.

I also expect that some Canadians have already got over-excited and done some stupid things over the last couple of days, and more will follow.

One of the many bad effects of prohibition of cannabis and related drugs was that it led users to wrongly deduce that because these substances are not nearly as harmful as was claimed in order to justify the ban on them, then they must not be harmful at all. One of the saddest experiences of my stint as a teacher was to watch a colleague use soft drugs to slowly paddle himself towards dementia in his mid-thirties.

Prohibition of drugs did not stop him getting them, did it? When something does not work it is good to stop doing it as America did in 1933 and Canada has now. Let us rejoice at an outburst of sanity.
